On 25th July 2023, the House of Lords Sub-Committee on the Protocol on Ireland/Northern Ireland published a report on the Windsor Framework. The report is the result of an inquiry conducted over the past months and to which Professor Federico Fabbrini, Founding Director of the Brexit Institute, contributed by participating to a hearing before the Sub-Committee in March 2023.

The report examines the implications of the Windsor Framework at economic, political, legal and constitutional level on Northern Ireland, and significantly draws from the input provided by Prof. Federico Fabbrini. The Sub-Committee concluded that the Windsor Framework marks an improvement on the Protocol on Ireland/Northern Ireland, but it does not resolve all the problems.
